NSW:Seven more NSW areas named disaster zones

SYDNEY, Dec 1 AAP - Seven more councils in northern NSW have been declared natural
disaster zones in the wake of heavy flooding.

Hundreds of farms and rural properties remain isolated across the region after days
of heavy rain, with relief efforts set to continue for several days.

Emergency Services Minister Michael Gallacher on Thursday extended the natural disaster
zones to take in Gunnedah, Narrabri, Gwydir, Muswellbrook, Liverpool Plains, Tamworth
and the Upper Hunter Shire councils.

This brings the total number of affected areas to 10.

Mr Gallacher said he had seen first-hand the damage the heavy flooding had caused to
the region's businesses and farms.

"The natural disaster declarations for these areas activates a number of assistance
schemes for home, land and business owners under the NSW Disaster Assistance Arrangements,"

Mr Gallacher said in a statement.

The shires of Moree Plains, Armidale Dumaresq and Inverell were declared natural disaster
zones earlier this week, with entire parts of Moree and Wee Waa remaining underwater after
downpours caused rivers to burst their banks.

Mr Gallacher applauded the State Emergency Service volunteers for their efforts to
help flood-affected residents.

The floods have claimed one life after a three-year-old boy drowned in a stormwater
drain in Bingara, west of Inverell, on Saturday afternoon.

Arab uprisings that spread to the conservative Gulf region face a crucial test this week in Saudi Arabia, where activists have made unprecedented calls for mass protests against the kingdom's absolute monarchy.

Protests are also planned for Friday in other Gulf countries, including Yemen, Kuwait and Bahrain.
The time after Friday prayers has proved to be crucial in popular uprisings that have brought down Tunisian and Egyptian rulers who once seemed invulnerable.

Gulf leaders are struggling to hold back an Internet-era generation of Arabs who appear less inclined to accept arguments appealing to religion and tradition to explain why ordinary citizens should be shut out of decision-making.

Saudi Arabia, the largest country in the Gulf, is home to Islam's holiest sites - and is a long-time US ally that has ensured oil supplies for the West.

More than 32,000 people have backed a Facebook call to hold two demonstrations in the country, the first of them Friday.

Riyadh has tried to counter the call with promises of money and other measures - including a pro-government Facebook page "against the revolution" with 23,000 supporters.

The protest movements hit populous Yemen a month ago, and spread to the Gulf states, where dynasties secured their rule in colonial times.

Bahrainan - an island state, whose rulers look to Riyadh for support - has been the most vulnerable so far.

This week, hardline Shi'ite groups formed an alliance to ditch the monarchy and turn Bahrain into a republic.

Majority Shi'ites who resent domination by the al-Khalifa dynasty have staged pro-democracy protests. Analysts say Saudi pressure has been heavy on Manama to stamp them out.

Yemen is also set for an escalation after opposition groups - who have held pro-democracy marches for the past month - rejected veteran ruler Ali Abdullah Saleh's offer of reforms Thursday.

A small number of Kuwaitis' held protests this week, while activists and intellectuals in the United Arab Emirates petitioned the rulers for democratic elections.

Last week Omanis clashed with police over jobs and corruption in government.

US Secretary of State Hillary Clinton will travel to Egypt and Tunisia next week, becoming the most senior US official to visit the region after popular revolts toppled US-allied governments in both countries.

"I intend to convey strong support of the Obama administration and the American people, that we wish to be a partner in the important work that lies ahead as they embark on a transition to a genuine democracy," Clinton told a congressional panel on Thursday.

"We have an enormous stake in ensuring that Egypt and Tunisia provide models for the kind of democracy that we want to see," she added.

Clinton's visit will allow her to personally assess the situation in Egypt - where the Obama administration gave strong support to protesters who ultimately forced the resignation of President Hosni Mubarak, a long-time US ally.

She will also talk to transitional government officials in Tunisia, which launched the wave of political turmoil sweeping the Arab world with mass protests that toppled President Zine Al- Abidine Ben Ali in January.

Meanwhile, in Iran security forces killed three people in the western province of Kurdistan who were behind an attack on a group of environmental workers, the official IRNA news agency reported Thursday.

IRNA said the three killed four environmental workers near the city of Sanandaj last Friday.

"Three terrorists... were killed in clashes with security forces Wednesday night. Another terrorist was also injured and later arrested," it said.

Security forces in the west of Iran often clash with guerrillas from PJAK - an offshoot of the Kurdistan Workers' Party. Weather forecasters say flooding that's hit Queensland and New South Wales could spread
across five states this week.

Weather Channel meteorologist TOM SAUNDERS says a second burst of heavy rain this week
is likely to cause havoc .. spreading flood waters across the eastern seaboard.

He says there's no doubt this is one of the most significant rain events of the past few decades.

Mr SAUNDERS says the rain will begin in South Australia today .. before spreading through
Victoria .. Tasmania and western NSW tomorrow .. and reaching central NSW and Queensland
from Thursday.

NSW: Sydney cocaine supply kingpins charged: police

Two alleged kingpins of an eastern Sydney cocaine supply syndicate have been charged
by police .. and more arrests are expected over the large-scale network.

A 34 year-old man from North Bondi was stopped in his car at clovelly on Wednesday
and police allegedly found cash and about 60 grams of cocaine.

He'll face Waverly Local court on May 25 charged with numerous drug offences.

A second man is under police guard at St George Hospital after he was injured when
his car hit a street sign in Maroubra while trying to flee police yesterday.

He's been charged with supplying a prohibited drug greater than commercial quantity
and knowingly deal with the proceeds of crime and ordered to face Waverly Local Court
on Tuesday.

It's alleged over the last three months the 28 year-old was involved in the supply
of 540 grams of cocaine worth an estimated street value of 170 thousand dollars.

Detective Inspector GAVIN WOOD says the arrests have made a major dent in the drug
supply trade across Sydney's eastern suburbs.

TAS: Penguins don't need to sing to be interesting

STRAHAN, Tas, AAP - Having watched Happy Feet recently, I was led to believe penguins could sing.

In the award-winning animated film an emperor penguin named Mumble is ostracised because
he cannot sing like the rest of the colony.

But in reality, they all sound like Mumble. And worse.

There's screeching, clucking, braying, cooing and quacking, but not a single recognisable
tune to be heard at Bonnet Island, in the south west corner of Tasmania.

The tiny island - home to around 250 little penguins - sits at the entrance of Macquarie
Harbour, forming half of the ominously titled Hell's Gates.

It picked up the name not because of the fearsome waves that rush at the narrow entrance,
but because of the fate that awaited transported convicts when they were sent to Sarah
Island in the first half of the 19th Century.

It is a rugged part of the world, susceptible to wild wind, waves and fickle weather.

But the penguins don't seem to mind - in fact they swim through the difficult waters
just to get here after days at sea.

Fortunately for tourists, there's no need to take on the high seas to visit the funny
little birds.

Boat trips run most nights from the nearby town of Strahan.

Our enthusiastic American guide Ken keeps his chilly passengers warm with stories of
the harbour's past.

We briefly venture out of Hell's Gates, and it's not hard to see why so many ships
have come to grief trying to navigate through the treacherous pass.

Stopping at the Bonnet Island pier, we tuck into a feast of Tasmanian cheese, fruit and wine.

But before we can go penguin spotting, Ken lays down a few ground rules: we're not
to touch the birds, make loud noises or take flash photography.

His spiel is only interrupted by the penguins themselves - chirping away in their not-so-dulcet
tones.

We journey up the jetty and start the short walk around the island.

Daisy - named by the tour guides and apparently a social bird - is our first sighting.

She waddles away to her burrow before we can say hello.

Before long, there's some noises from a nearby bush, and we spot two penguins preening
themselves. We're told it takes the birds quite some time to dry themselves off before
burrowing away for the night.

Their normally slick, black feathers become grey and fluffy when they're dry, making
the penguins even cuter - if that is possible.

During our trek, I can't help but wonder what the penguins make of this group of humans
following them around, carrying silly torches and trying desperately to be silent.

But they don't seem terribly phased and seem to enjoy the attention.

We're only allowed on the island for 20 minutes at a time - which flies by, and soon
we're all waddling back down the jetty and getting back on board.

The waves are rough and the wind feels Antarctic on our journey back to Strahan, but
thankfully Ken is prepared and makes hot chocolates for us all.

And as we all excitedly share our favourite penguin stories, we forget the icy conditions.

HOBART, Aug 26 AAP - A federal government plan to suspend welfare payments to parents
who fail to send their children to school is elitist and out of touch, Aboriginal leader
Michael Mansell says.

"This plan reeks of elitism, and testifies to a government beginning to lose touch
with how the battlers have to survive," Mr Mansell said today in a statement.

Mr Mansell said absenteeism is greatest among poor children and so long as their families
struggle they will never have visions about futures for themselves or their children.

"For people in these circumstances it is impossible to give education the highest priority
over surviving," Mr Mansell said.

"The role of government for the millions in these circumstances is to support, not threaten.

"(Prime Minister Kevin) Rudd's failure to provide a buffer for the poor against rising
heating, fuel and food costs is hidden by his blatant attack on those he has deserted.

"Mr Rudd's threat may achieve kudos in middle Australia but it will do nothing but
harm to destitute families.

"The Rudd plan reflects an out of touch knowledge of the poor.

"Mr Rudd should be to providing a social environment in which children of the poor
are motivated to learn."

1. RUDDSLIDE BURIES HOWARD

No John Howard in parliament, no Peter Costello or Mark Vaile at the top, no conservative
government in office anywhere in Australia at federal, state or territory level.

Australia's second longest serving government, which lasted almost 12 years, was not
just beaten, it was buried like Pompeii.

The pillars of the Howard era came tumbling down under the Vesuvius-like eruption of
Kevin Rudd's Labor Party.

The former diplomat and bureaucrat worked a minor political miracle to pick up 23 seats
inside 12 months as Labor leader.

Australia ended up with mirror image male-female leadership teams as Julia Gillard
became the nation's first female deputy prime minister and the decimated Liberals installed
Brendan Nelson and Julie Bishop.



2. SPORTSMEN BEHAVING BADLY

Ben Cousins and Andrew Johns, once jewels in the crowns of Australia's top two football
codes, typified the social problems embroiling sports stars.

They were the most famous names among a relentless parade making headlines for the
wrong reasons, from drug and alcohol abuse to violence.

Cousins, a former winner of AFL's highest honour, the Brownlow medal, was sacked by
his club West Coast Eagles and found guilty by the AFL Commission of bringing the game
into disrepute.

On one trip to a US rehabilitation clinic, he ended up in a California hospital after
a five-day cocaine bender.

Johns, rated among rugby league's greatest players ever, retired after suffering a
serious neck injury, then confessed to a long history of recreational drug use after being
arrested in London for possessing ecstasy.



3. WAR ON TERRORISM BECOMES A QUAGMIRE

President George W Bush looked increasingly isolated on Iraq as Britain announced a
timetable for withdrawal, his great Australian ally John Howard was defeated at the polls
and surveys showed the American people want their troops out.

The $8 billion-a-month war headed towards its sixth year, US casualties climbed towards
4,000 and Iraqi civilian deaths approached 80,000 despite President Bush's "surge" of
21,500 extra troops.

Three Australian soldiers were killed fighting Taliban forces in Afghanistan, where
Australia sent a further 300 troops.

David Hicks was sentenced at Guantanamo Bay to seven years for providing material support
for terrorism, with all but nine months suspended and being served in Adelaide.

Frenchman Willie Brigitte got nine years for planning terrorist attacks in Australia.



4. TERRORISM BUNGLE

Mohamed Haneef, an Indian doctor working at the Gold Coast hospital, was arrested over
suspected links to failed UK bomb plots in a case bungled by authorities.

He spent four weeks behind bars and was deported after then immigration minister Kevin
Andrews cancelled his visa.

A charge of recklessly supporting a terrorist organisation was dropped after the Director
of Public Prosecutions (DPP) admitted there was insufficient evidence to sustain a prosecution.

The DPP and Australian Federal Police blamed each other for the collapse of the case.



5. HORSE FLU GIVES INDUSTRY PNEUMONIA

It was discovered in a stallion at Sydney's Eastern Creek in August, and ended up costing
Australia's racing and breeding industries hundreds of millions of dollars.

The industries were shut down and all horse movements were prohibited following Australia's
first outbreak of highly contagious equine influenza (EI).

Three months later racing in New South Wales and Queensland was staggering back.

Victoria remained free of EI after closing its borders to all horses from the north
to protect its big spring carnival and the Melbourne Cup.

An inquiry is underway and biosecurity measures remain in place indefinitely.



6. HISTORIC RESCUE OR BLACK TAMPA?

Then prime minister John Howard won widespread plaudits for his bold intervention to
stop child sexual abuse and violence in Northern Territory Aboriginal communities.

Mr Howard sent in extra police and troops, banned alcohol and pornography, and instituted
welfare restrictions and health checks for children.

The intervention was criticised by some as a heavy-handed, paternalistic "black Tampa"

or racially-charged vote winner.

The issue of indigenous sexual abuse sparked outrage again in December when a Queensland
judge decided not to jail any of nine males who pleaded guilty to raping a 10-year-old
child at Aurukun.



7. BILLIONAIRE IN DISGRACE

A judge called it Australia's worst case of price-fixing, and said Australia's third
richest man, Richard Pratt, had approved it and knew it was "seriously unlawful".

Mr Pratt's packaging company Visy was fined a record $36 million over a five-year deal
with rival Amcor to carve up the $2 billion cardboard market which, the judge said, would
still be flourishing today if it had not been accidentally exposed.

Some called on Mr Pratt to give back his Order of Australia honour awarded in 1998
or to quit his presidency of Carlton Football Club.

Kevin Rudd, then in opposition, repeated his call for cartel behaviour to be criminalised.



8. ECONOMIC GOOD TIMES ROLL ON

Interest rate rises started worrying home owners, but the economic boom driven by Australia's
miners powered ahead.

The rampant economy grew at an annual rate of 4.3 per cent, unemployment hit 33-year
lows of just over four per cent and job ads hit a record high in November.

The Australian dollar cracked US90 cents for the first time in over a decade.

The Australian share market bounced back quickly after suffering its biggest one-day
fall in five years in a global meltdown caused by problems in America's sub-prime mortgage
market.

Home owners, however, felt the pressure of the Reserve Bank's 10th successive rate
rise since 2002, including the first ever announced during an election campaign.



9. AUSSIES DIE IN INDON FIREBALL

Five Australians were among 21 people killed when an Indonesian Garuda passenger jet
crashed and burst into flames on landing at Yogyakarta in central Java.

A report found the pilot, Captain Marwoto Komar, was fixated on landing despite 15
loud automated warnings that he was flying too fast to touch down safely.

He has been officially named a suspect.

The Australians killed were Australian Financial Review journalist Morgan Mellish,
36; diplomat Liz O'Neill, 37; AFP agents Brice Steele, 37, and Mark Scott, 41; and AusAid
Indonesia head Allison Sudradjat, 41.



10. WORKING CLASS HERO

Australians love a battler, and few have captured their hearts the way Bernie Banton did.

He fought corporate giant James Hardie all the way to his death bed, winning compensation
for thousands of Australians affected by asbestos diseases.

Though sick himself with the asbestos-related cancer mesothelioma, he won a second
compensation payout for his family and also won a long campaign to have the palliative
drug Alimta included on the government's subsidised PBS list.

At his state funeral in Sydney, new Prime Minister Kevin Rudd hailed the 61-year-old
as a "great Australian hero".

Searcher Lloyd Matheson said the case of missing diver Robert Hewitt offered some hope
for searchers, but the conditions were more favourable in that case.

Mr Hewitt, a former Navy diver, was nearly given up for dead after going missing from
a dive trip off the Kapiti coast in February last year.

He was found after 75 hours at sea, not far from where he started.

"If you look at the Hewitt case, three days is a possibility. But you've got to be
fit, you've got have the right gear," Mr Matheson told Radio New Zealand.

Mr Matheson said Mr McAuley was getting near the end of his kayak across the Tasman
and fatigue could have been a factor.

"You're up against it really," he said.

Victoria's acting Premier JOHN THWAITES has urged Aboriginal protesters to immediately
put out a fire in a city park .. although it's declared sacred .. and protected by a 30-day
heritage order.

Mr THWAITES has acknowledged the cultural protection order .. upheld by the Victorian
Supreme Court .. but says the protest group at Kings Domain should snuff the fire out
anyway.

He says he doesn't believe the fire's appropriate in that location.





Protesters have occupied the park for more than a month .. initially demonstrating
against the Commonwealth Games.

A meeting last night between Melbourne Lord Mayor JOHN SO and protest leaders .. failed
to resolve the stand-off over the site.

CANBERRA, April 12 AAP - Federal Court judge and former South Australian solicitor-general
Bradley Selway has died from a suspected heart attack, aged 50.

Attorney-General Philip Ruddock today extended his sympathy to the family, friends
and colleagues of Justice Selway and said he was shocked and saddened to learn of his
death.

"Justice Selway was warmly regarded and highly respected by his colleagues and legal
practitioners," Mr Ruddock said in a statement.

"His untimely death has caused great sorrow within the legal community."

Before being appointed to the Federal Court in 2002, Justice Selway was solicitor-general
for South Australia for seven years.

He had a lengthy association with the South Australian crown solicitor's office before
becoming solicitor-general.

Justice Selway was appointed crown solicitor in 1989, a position he held until his
appointment as solicitor-general in 1995.

He was awarded a British foreign office scholarship at the University of London in
1990 and was appointed a Queen's Counsel in 1994.

"Justice Selway will be greatly missed by those who knew him," Mr Ruddock said.

SYDNEY, Dec 14 AAP - NSW was facing a billion dollar budget blow-out due to the Carr
government's financial mismanagement and the lacklustre performance of the vendor tax,
according to the state opposition.

Treasurer Michael Egan today announced general government debt had been eliminated
in NSW, 15 years earlier than expected.

But the mid-year financial review to be released by Christmas - would also show a $680
million net lending deficit, up from $379 million predicted in the budget.

Mr Egan blamed the higher deficit on slightly lower than expected revenues and higher
expenses, particularly in health.

He said in future budgets the government would focus on the net operating result, instead
of the net lending result.

But opposition leader John Brogden said Mr Egan was simply "changing the (budget) goalposts".

"This is like a bloke who fails his maths test but then changes the questions to suit
his answers," he told reporters in Sydney today.

"The creativity we've seen with a change of definition as to how the budget will be
reported that'll take us from a deficit back into a surplus, is frankly appalling."

The deficit had blown out $300 million over the past 12 months, he said.

"The likelihood is that blow out will go further, and we are facing in NSW the likelihood
of a $1 billion budget deficit by the end of this financial year," Mr Brogden said.

"The greatest single disaster for finance in this state over the last 12 months was
Michael Egan and Bob Carr's decision to introduce the vendor duty," he said.

After 10 years as treasurer, Michael Egan was "over the job".

Seneca Investments LLC Proposes To Acquire Organic, Inc.

Organic, Inc. (Nasdaq:OGNC) announced today that it has received a proposal from Seneca Investments LLC to acquire for $0.33 per share those Organic shares not already owned or under contract to be purchased by Seneca.

"The proposal will be reviewed by a special committee of Organic's Board of Directors," said Mark Kingdon, CEO of Organic.

Seneca's proposal is subject to the following conditions:

 -- Participation in the transaction by the holders of at least half of the Organic shares not currently owned or under contract to be purchased by Seneca  -- The closing of Seneca's purchase of the additional shares from Organic's majority stockholder pursuant to the agreement described below  -- Documentation satisfactory to Seneca of relevant changes relating to Organic's San Francisco office lease, previously agreed to in principle by Organic and its landlord  -- The absence of any material defaults by Organic with respect to any of its material contracts and  -- Other customary conditions. 

There can be no assurance that the proposal made by Seneca will proceed.

Seneca Investments LLC owns 22.2% of Organic's shares and entered into an agreement today with the company's majority stockholder to acquire an additional 58.7% of Organic's outstanding shares. The purchase price for the shares acquired from Organic's majority stockholder will be based on an earn-out formula under which a payment of $5.9 million would be made at closing, with an additional $10.0 million to be subsequently paid if certain conditions are met. Seneca has the option not to make the $10.0 million additional payment and instead adjust the earn-out formula if Seneca has not acquired at least 90% of Organic's outstanding shares within a year of the purchase of shares from Organic's majority stockholder. Further amounts would become payable under the earn-out formula only if there are substantial improvements in Organic's results of operations through December 31, 2006. The price Seneca has proposed to pay for shares not held by Organic's majority stockholder would consist solely of the $0.33 per share amount and would not include any earn-out feature.

11 July 2011 - At least 56% of smartphone users in Germany hold the opinion that mobile phones with the Internet access are gaining importance in online-banking services, according to the results of a special survey carried out by IT services provider Fiducia.

Nearly half of the people in this group said they would use their mobile phone for payment transactions on the Internet.

About 1,000 people participated in the opinion poll.

New Communications Research Reported from University of London.

"Cooperative communication has been shown as an effective way to exploit spatial diversity to improve the quality of wireless links," researchers in London, United Kingdom report.

"The key feature of cooperative transmission is to encourage single-antenna devices to share their antennas cooperatively such that a virtual and distributed antenna array can be constructed, and, as a result, reception reliability can be improved and power consumption can be reduced significantly. With better understanding of such a physical layer technique, it becomes critically important to study how the performance gain of cooperative diversity at the physical layer can be reflected at the networking layer, thus ultimately improving application performance," wrote Z.G. Sheng and colleagues, University of London.

The researchers concluded: "This article presents an overview of network performance in cooperative wireless networks."

The exciting innovations in the area of an energy internet - also known as the "smart grid" - illustrate just one of the ground-breaking ways that the U.S. can reduce our energy consumption and carbon emissions while also creating new business opportunities that help expand jobs.

Big Market, Big Return

Using data from a Pacific Northwest National Lab study that quantified several categories of smart grid benefits, Duke University estimates that a built-out smart grid could reduce an estimated 18% of emissions from the U.S. electric sector. Looking across the full spectrum of possible benefits, EDF sees even greater potential. By mobilizing system-wide efficiencies and large-scale deployment of renewable and distributed resources, a well-designed smart grid could reduce electric sector carbon emissions 30% by 2030.

This new market is predicted to be just as large as the aforementioned emission estimates. According to one market research firm, the global market value of products to enable the smart grid has grown from an estimated $26 billion in 2005 to more than $69 billion in 2009, a compounded annual growth rate of 22%. Total market value is expected to exceed $186 billion by 2015 (SBI Energy, 2010).

Who Will Benefit?

Duke University's report, "U.S. Smart Grid: Finding New Ways to Cut Carbon and Create Jobs," identifies 334 U.S. company locations in 39 states that are already developing or manufacturing products for a smart grid. All regions of the country will benefit.

For example, Chicago-based SandC Electric Company, founded in 1911, acquired new customers in the smart grid market. The company holds thousands of patents in switchgear, interrupters, and other transmission-voltage devices. In the past four years, its business has expanded approximately 50%, according to the company, with new products such as a truck-sized device that connects wind farms to the grid. Today, most of SandC's products are made in the United States and Canada, with only a small portion made elsewhere. In all, the U.S. workforce totals about 1,700 employees, including more than 1,000 machinist, manufacturing, assembly and support positions, 200 engineers and technicians, a global sales force, and finance and accounting offices.

Global Expansion

Export markets are promising as well. According to Duke, "Italy's 30 million installed smart meters all use Echelon (a U.S. company based in California) technology. Echelon has recently won large contracts in China, Russia, and Denmark."

As former Google CEO Eric Schmidt noted, "Many companies can skirt downturns entirely by coming up with innovations that change the game in their industries - or create new ones." That's exactly what companies identified by Duke, from well-known IBM and other partners in our Pecan Street Project to companies such as Cooper Power Systems, are doing as they expand their offerings to meet the demands of the smart grid value chain.

Just last Friday, Eric Spiegel, President and CEO of Siemens Corporation, announced that their "orders and sales are increasing and [they] have added more than 1,000 new jobs to our U.S. workforce in just the last two quarters to keep up with the demand."
